arriving to a raging inferno. three people are still missing. good morning, it's wednesday, september 15, i'm elizabeth wenger. >> i'm sydnie kohara. good morning. it is 5:00 on this wednesday morning. let's get a quick look at traffic and weather. we'll start with gianna franco. >> good morning. we start off with one accident on 880. southbound 880 affecting your drive on the off-ramp, the mission boulevard off-ramp, one car involved. all the activity is on the right side of the road but chp and crews are on scene so expect slight delays exiting off the freeway. also some roadwork reported along the peninsula that may slow you down. i'll have details coming up. but right now let's check your forecast. here's tracy. >> thanks, gianna. we have another nice day expected and temperatures are warming up yet again. 81 in concord, 84 in livermore. 74 fremont, 78 in san jose. 65 in san francisco. the lower 80s in napa and santa rosa. we'll have more bay area cities

and their high temperatures ies later today. for the first time we are getting a sense of what it was like as emergency crews responded to the san bruno pipeline explosion. >> third alarm. multiple houses, we're trying to get hose. we have possibly several blocks on fire at this time. >> call for fourth alarm to this. it appears that we have a plane down in a neighborhood. multiple structures on fire and we have a fireball still coming out. we're going to need to do a law enforcement alert. we're going to need every pd officer we can to assist with evacuations.

hours later everyone learned it was a pipeline explosion. those first responders on the scene had no idea what they were up against. anne makovec is in san bruno where some of them talked about the ordeal and where the governor will take a tour. anne, good morning. >> reporter: the governor is slade to be here at 2:45 this afternoon. lieutenant governor abel maldonado had been filling in for him since he was on a trip to asia but he will be here touring the devastated crestmoor neighborhood. the ntsb is here to investigate. 37 homes were destroyed. 50 people were killed, four

dead, likely seven since three people are still reported missing. in addition to the investigation on the ground, the ntsb got 90 e-mails with tips from people who live around here, only one though with a report of someone smelling gas a few weeks prior to the explosion. they are asking anyone with those claims to email them and also report if they contacted any officials about it at that time be it representatives from pg&e, police or fire or the public utilities commission. another big factor in this investigation, how long it took for the gas in the area to be turned off after the pipe ruptured. yesterday we heard from first responders and what they experienced in the first moments after the blast. >> i happened to be crestmoor elementary school. i was at my son's baseball game. we thought there was a plane crash.

then the second call came in for south city fire i personally was thinking it might be a terrorist thing. we have a whole neighborhood thing on fire with incredibility heat and fire, many homes are burning. and as we took the turn there were citizens fleeing the street running up the hill. >> we really didn't have any radios or any communication. so what we did was ask citizens to drive people with second- degree burns on their arms and their face to the hospital. >> reporter: and again, you heard the other problem they were dealing with, lack of water. it appears a water main had ruptured during the blast, as well. another big challenge and another part of the ntsb investigation. now, i mentioned if you have any tips for them' supposed to email them. sanbruno@ntsb.gov. i'm going to be speaking with a spokesman from the ntsb at 5:30 this morning. if you have any questions that you would like me to ask him, please email them right now to

us at mornings@cbs5.com. >> some amazing stories from those firefighters. anne, thanks very much. anne makovec in san bruno. well, moments after the explosion, a local man grabbed a cell phone and started recording. walter mccaffrey says the blast knocked him off his feet. but after making sure that his family was out of the house, he called 911 and then he grabbed his cell phone and took this video. he was not injured. the coroner has identified a fourth victim. 81-year-old elizabeth torres was home watching the football game on tv when the pipeline blew. torres lived with her daughter, one of her nine children. her son-in-law suffered severe burns trying to rescue her. also among the dead, jackie grieg and her 13-year-old daughter janessa, and jessica morales. the three people still missing are all members of the same family. 50-year-old greg bullis, his 17- year-old son william, and greg's 85-year-old mother lavonne have not been seen or

heard from since thursday. san bruno detectives will keep working it as a missing persons case until they hear otherwise from the coroner's office. >> we are calling people. we are trying to see if anybody else has seen the individual, contacted any friends, work related employment, et cetera. >> the missing family members and confirmed victims were in a tight cluster of homes. several lived on claremont drive, jessica morales lived at a home right next to the explosion. let's check traffic and weather. saw a little bit of mist out there but i don't think it's going to affect the commute. >> live look at the bay bridge. a little drizzle but light traffic. metering lights are off, everything clear at the toll plaza. what we are dealing with is construction eastbound 92 this is going to affect commuters out of half moon bay.

it is shut down that connector to northbound 280. that's in effect until 7:00 a.m. again, use highway 1 to head north out of half moon bay. elsewhere check the drive we have a closure until 7:00 a.m. 280 northbound between black mountain and truesdale. you can see some slight delays on the sensors. south 880 not affecting the main lines on the off-ramp. fog and drizzle at the coast and the bay and areas of fog inland this morning. temperatures in the 50s. for this afternoon, a mix of sun and clouds expected along the coastline. yesterday a fairly nice day temperatures ranging from 60 to 64 degrees. a little more of the same today. sunshine for most around the bay with highs near 70.

door proved deadly for a man in the bayview district. there was an argument then a fight after two armed men appeared at a home on pal lou avenue at 11:00 p.m. the man who opened the door was shot to death. another man in the house was assaulted. the san francisco police have two suspects in custody. booze is another step closer to costing more in san francisco. supervisors giving initial approval to a new tax on alcohol served at bars and restaurants but the vote was 7- 3. now, that is one vote short of what's needed to override mayor newsom's promised veto. the new fee would add an extra 5 cents to a bottle of beer, even more for hard liquor. the money would go to alcohol abuse programs. an elevated track is the best way for california's high- speed rail system to go through downtown san jose, that's what the city council decided yesterday by an 8-2 vote despite concerns that an aerial track will be noisy and

unattractive . the track would reach heights up to 60 feet. it would be about one-fifth the cost of an underground tunnel. construction of a tunnel would take longer and be more disruptive. the decision now goes to the california high-speed rail authority. and honda is returning to the port of richmond. the company pulled out in the mid-'90s but it says it will continue shipping vehicles there and will boost business at the port by 25%. honda will also make $37 million in improvements to the facility. okay. well, students at a pennsylvania university are banned from using social media this week. it's an experiment by the harrisburg school of science and technology. >> should be interesting. the week long ban isn't a punishment. it's an exercise designed to get those students, the staff and faculty to think about social media when it's not available. so our question of the day is, what would you do without social media, without the facebook, twitter, all these

devastated neighborhood here in san bruno. the investigation continues. joined live now by the notice spokesman, christopher hart, where does the investigation stand? >> the piece of the pipe are on the truck. we expect them to be looked at in washington at the metallurgy labs tomorrow. there is still quite a bit of work on site. we'll be doing a lot of witness interviewing. we have witnesses from pg&e, we have other witnesses. we requested people to respond to us on email and some of them we'll be following up w we'll be looking at the control and monitoring stations that control the flow of gas through this area. we'll be looking at the valves that flank this on either side. so we have quite a bit of work on site. >> reporter: many aspects -- the email aspects, we have been talking a little bit about that. you got about 90 e-mails. what kind of tips are you getting in from people who lived around the neighbor? >> only one of those reported smelling gas and calling pg&e two or three weeks ago and pg&e responded. the rest of them have been very help. things like providing video,

things like talking about dead vegetation because dead vegetation can indicate an underground leak issues of that sort. some people just saying i'm such-and-such an engineer and i'm available to help. so it's been quite a variety. >> reporter: so the reports of the dead vegetation and one report of somebody smelling gas. that does indicate the possibility that there was a leak ahead of time. but are you convinced on that? we had heard a lot of rumors about people smelling gas but now you only got one email of somebody actually saying it? >> yes, and that email was a few weeks ago. we are looking for something immediately prior to this because that will help us determine if there was a smell of gas immediately prior, that suggesting a failure mechanism sums a leak where gas would be escaping, versus a catastrophic rupture failure which would typically not have a gas smell in advance. that's one. reasons it's important for us to -- that's one of the reasons it's important for us to know if there was an odor of gas immediately before the event. >> reporter: the pipeline on the way to washington, d.c. what are you going to be look at on the pipeline? >> they will be able to put it

force customers to pay for fire damage that insurance doesn't cover. utilities say they need to pass on some fire costs because their insurance is getting more expensive and harder to get. a final decision on the plan is not expected for at least a year. the san bruno disaster has people wondering if they have potential time bombs under their cities. one example is livermore, where the fire department has a map showing a large gas pipe line in the southern part of town. it's mostly under vineyards but it's not far from the shadow brook neighborhood t runs to sunol. cbs 5 obtained a 2009 pg&e report which called that pipeline the highest risk pipeline in the bay area. >> our citizens deserve some information from pg&e so we know what this means. >> and what have you gotten from pg&e? >> so far nothing. the truth, nothing. >> the pg&e documents also show a high risk pipeline in fremont in the city's irvington and

oakland, mid-70s in benicia, lower 80s in sonoma and in santa rosa. today we're warming up with plenty of sunshine but rainfall is moving into the bay area. i'll let you know when in just a few moments. >> thank you. in other news, human remains found in yosemite national park may belong to a livermore man who went missing seven years ago. they were found in the northeastern part of the park. they may belong to a man named fred clawson. clawson went on a solo hiking trip in july of 2003 but never returned home. he was 46 at the time. it's not confirmed that the remains are his but there is evidence that clawson is linked to the site. a uc-berkeley graduate is now resting in oman a day after she was released from prison in iran. sarah shourd reunited with her mother yesterday and is expected to get a medical exam today. shourd's mother says her daughter has been having some

health problems including a lump in her breast. shourd was in custody for more than 13 months. her fiance and another male friend are still in custody. the three were arrested last year near iran's border with iraq. iran accuse them of espionage but they say they accidentally crossed the border while hiking. all three have been told they will eventually have to face trial. shourd spoke briefly with the media yesterday. >> in all of my efforts starting today are going to go into helping procure the same freedom for my fiance shane and my friend josh fattal because i can't enjoy my freedom without them. >> the mothers of fattal and bauer appeared on this morning's early show. you will see that starting at 7:00. >> my greatest concern to immediately is how hard must it have been for shane and sarah to separate and they have become very close to josh also, to -- the separation of these three must be extremely painful

for them. >> that entire interview can be seen in the first half hour of "the early show" this morning on cbs 5. it's expected more than a year before california's unemployment rate falls below 10%. the new anderson forecast from ucla predicts the state's economy will grow at a barely perceptible rate in the coming year. the forecast is for unemployment to average 12.2% for this year and not to return to single digits until the end of 2012. real personal income is expected to grow slightly this year with more growth in the next two years. the relationship may be rocky between former president bill clinton and california attorney general jerry brown. but mr. clinton is now endorsing brown's candidacy for governor. that endorsement came yesterday just a day after brown apologized for making a joke about the monica lewinsky scandal. the two men traded barbs in 1992 as both sought the democratic nomination for president. brown a former governor faces

republican meg whitman in november. the tea party movement has pulled off a stunning upset in delaware's republican primary for u.s. senate. conservative christine o'donnell beating nine-term congressman mike castle who was endorsed by the state republican party. o'donnell's main opponent in november will be democrat chris koonce. >> stood before most of you a little over a week ago and said we are not in this to come close. we are in this to win big. >> charles rangel beat five challengers despite an ethics investigation. he is more or less guaranteed election in november in this heavily democratic district.
